SEXUAL HARASSMENT: VICTIMS OF SEXUAL HARASSMENT

Both men and women can be victims of sexual harassment. However, women experience such harassment to a greater extent than men. When federal workers were studied by the Merit System Protection Board in 1980, it was found that nearly 25 percent of almost 2 million workers (42 percent females, 15 percent males) experienced some type of sexual harassment. Since 1981, complaints of sexual harassment to the Equal Employment Opportunity Commission have increased by 70 percent.
In 1988, the Merit System Protection Board again reported on a survey of sexual harassment among government workers. Although incidents of rape and assault declined from the 1980 results, touching, teasing, and joking remained high. The 1988 data disclosed that 42 percent of women surveyed experienced sexual harassment within the last two years. That is the same percent as reported sexual harassment seven years earlier—this despite attempts to educate federal workers and their supervisors so as to discourage sexual harassment. (The average federal worker has received one to two hours of training on sexual harassment.)
When the Merit System Protection Board revisited the issue of sexual harassment in 1995, 44 percent of the women and 19 percent of the men respondents reported they had been the targets of "uninvited, unwanted sexual attention" at work. It appears there has been no change in the amount of sexual harassment, at least as experienced at work.
More recent reports confirm the extent of sexual harassment. In fact, after the Clarence Thomas Supreme Court confirmation hearings at which Anita Hill accused Justice Thomas of sexual harassment, the Equal   Employment   Opportunity  Commission reported formal complaints of sexual harassment against corporate employers jumped to 1,244 compared to 728 during the same period of time the previous year. Even junior and senior high school students report sexual harassment. In fact, a study conducted by the American Association of University Women of sexual harassment experienced by students in grades 8 through 11 found 81 percent of students (85 percent of girls and 76 percent of boys) had encountered sexual harassment.
